NZQA sets English language entry requirements for international students (except Universities) through the NZQF Programme Approval and Accreditation Rules 2013. This requirement placed responsibility on education providers to ensure all international students they enrol have an appropriate level of English proficiency for the level at which they intend to study. They also must maintain evidence that their international students possess the appropriate level of English proficiency as part of their enrolment records.

Evidence of a student’s English proficiency can take a number of forms; for example, an appropriate score on an international English proficiency test, such as IELTS. IELTS is quite popular English language testing system in India.
